Problem near newly pierced ears

My 9 year old sister got her ears pierced 4 months ago. Since then she is having a bit of pain in the piercing when pressed or pressurised. A 4mm in diameter round swollen (bump kind of thing) appears at the back of both her ears just above the piercing .When it gets hurt by the earring it bleeds a bit and a bit of white liquid also comes. After bleeding the swollen part becomes flat again but within few days it again comes up and the same thing happens. Which doctor should I consult for this ? An ENT specialist or a physician or a dermatologist ? Or should I consult some other doctor ? Please help. I live in Delhi near Janakpuri. Please tell me where I should go.
