The cause for small femur length will never be known and even if someone could find the cause for small femur length, nothing can be done.
As far as polyhydramnios is concerned there may be causes in the oesophagus and causes on the placenta. Not all anomalies can be picked up by Prenatal Diagnosis. At no stage any Diagnostician will ever say that the baby is 100% safe.
So please wait for the delivery of the child. Three possibilities:
a) There may be no polyhydramnios.
b ) There may be a visible anomaly which has caused polyhydramnios.
c) There may not be any visible anomaly.
