My penis foreskin movement is not happening properly it is swollen and paining when try do so... White color stuff is accumulated inside.. Cleaned it but it comes again

Hi You have phimosis. The white thing accumulated is smegma. Its not healthy.  Better to undergo circumcision surgery.  You can consult a urologist for your problems.
