Hello, are you taking about the prepuce or the foreskin??? If it the foreskin problem,, are you unable to retract your foreskin?? If it is so this condition is called as phimosis, infection, trauma to foreskin are most common cause for it, it may heal and become normal but most of the times it needs circumcision, please consult a general surgeon.
