My penis skin is tight I can't freely move it back and forth sometimes when it gets hard it's difficult ,but when it's loose I can move but there is no free movement. What should I do to make skin loose.

You seem to have PHIMOSIS. Circumcision is the definitive treatment. Get a physical consultation with urologist for further management
