Suddenly my penis foreskin is becoming tight and not going back. I do open it forcefully , but my skin will get cuts and fplound white sticky fluid on my penis head. Is it happening due to diabetes

Infection& no retractability(phimosis) in prepuce is not uncommon in diabetes due to precarious blood supply to end  blood vessels of prepucial skin. Elective circumcision ,a minor surgery may cure the condition.
