Going through your problem i would like to suggest you to explain to your daughter about the problem . Lots of problems are solved with transparency between mother and daughter. If she does not want to exercise she can do cycling , joining some form of dancing classes or simply do aerobics from certain youtube channels. You can consult with me regarding same . You can also do some dietary modifications for her which also we can discuss during our consultation.

Is her thyroid level normal? Ask her to do dieting with the right diet plan as per her BMI. Take online consultation for detailed advise.
