Osteo Arthritis high level

My mother age 54, suffering from osteo arthiritis. Her both hands and both legs are not functioning completely. She is in deep pain. Doctor advised either to take some injection that can only be injectd once (2 doses in 15 days gap) or replacement surgery. I cannot see her pain. Could you be of any help to me except above options. Please suggest

Even injections don't help in advanced arthritis...go for surgery
