hi ! oral submucous fibrosis is the result of tabacco chewing, and chewing tobacco or nut related things. it is generally called as precancerous stage, that means if it advances it may lead to oral cancer. as you have said that your brother has stopped chewing tobacco few days back, if he can maintain the same, it may not end him up in cancer.
coming to treatment, it depends on the stages, if it is in initial stage like just mouth ulcers, elevated papillae etc, he need not go for treatment at all, it subsides gradually after few mnths may be 5-6 but he should never be tempted again for tobacco. if he has any complications like rigidity of mouth, obstinate mouth ulcers, unable to open mouth properly, oral mucosa i.e inner cheeks, hard soft palate etc, then he may require treament.
