Better to do re biopsy or excision biopsy for both diagnosis and therepeutic purposes. However given information is inadequate to make valid opinion.

technically pathologist need to see the invasion of vase ment layer to label as carcinoma otherwise it is dysplasia..when biopsy is done superficially, base ment membrane is not included in th biopsy hence technically can not label as carcinoma..so deep biopsy is adviced but the changes which are seen in superficial layer correspond with  carcinoma and hence mentioned suspicious of carcinoma

They have advised re biopsy for 100 percent confirmation.
