Not reducing sugar

My mother aged 70 sugar reading is not at all reducing even after taking medicine with good diet and exercise. She is totally distributed and too much of foot burning. Help out.

The information provided is insufficient. Duration of diabetes? What are her sugar levels like? How much is the hba1c? What are the meds she's currently on, along with dosage and timing? Consumption of sugar/sweets(irrespective of quantity)?
