Not able to have sexual intercourse

My sister have been married for over 1 year now but she is not able to have sexual intercourse with her husband. She says she has a lot of pain when her husband tries to enter her. They do foreplay and have tried fingering too.. but she does not get wet and when they try having panentration it hurts a lot and thus they stop. Is it some issue. She has pcod but it is not severe. She has her regular periods (periods every 25-30 days), though it is scanty. Can they use lox gel when trying. Is it safe to use.

Dyspareunia can be due to many reason. Need gynecological examination. Visit a Gynecologist soon. However,  KY jelly can be used.
