Need help HB1AC report

Hi all, my sister age is 33yrs.recently 2 weeks back she observed sudden spike in sugar levels when tested results shown as 360 before fasting only. So, today again she given test for HB1AC on doctor advice and results were shown as 10.9 I am attaching the report please have a look and advise future actions. THANKS

She is heavy diabetic.Needs Tobe on medication and may be insulin shot once a day for few days
