Need help for HIV report understanding

I have done HIV test. Report what I got is confusing. Please help me to understand the report as it is bit difficult to understand.

HIV testing through ELISA testing is negative but better to do a confirmatory test through PCR  or western blot test.  
Next Steps
Better to get a physician consultation  if there's any ailments recurring.
