Need help for Anankastik bipolar

My friend is suffering from anankastik bipolar and ocd. So much so that even at the age of 28 he has not been able to complete his graduation. He has met multiple doctors and had various types of treatments but I do not see improvement. Also, he is over dependent on clonazepam. Kindly suggest.
