Thanks for the photo. Heaviness and rough thick skin under the eye is usually puffiness with mild eczema or allergic rubbing, not anything serious. Salt, poor sleep and eye rubbing make it worse.
Next Steps
Use a plain fragrance-free moisturiser twice daily, avoid rubbing and harsh creams, and show it to a dermatologist if it does not settle in two weeks.
