Neck,shoulder,spine pain

My mother is having pain in neck,shoulders,spine since 3 months.Consulted orthopedician 2 times.Post X ray,Doctor suggested to have 5 steroid injection each once in 2 weeks and also pain killer for immediate relief. However pain reoccurrs after medicine course completed.On the 2nd visit, Doctor advised injection to heal inside swelling and some other pain killer. T his time the result was same as before. She is unable to move or lift her hands properly.Also she is having trouble while sleeping on a side with shoulder/arm down. Please suggest if this can be cured.What should be our next steps?

Hi...., following these steps would help- Short-term immobilization. A soft collar that supports your neck may help relieve pain by taking pressure off the structures in your neck... Begin daily gentle stretching, including neck rolls and shoulder rolls, once the worst of your pain has subsided. Gently tilt, bend and rotate your neck. Warm your neck and back with a heating pad or in the shower or bath before doing these exercises
