Hello, The recurring itchy lesions on your uncle's arm could indicate a chronic inflammatory or autoimmune condition, such as lichen planus, eczema, or urticaria. Persistent or recurrent symptoms despite treatment might require further investigation, including blood tests, a skin biopsy, or allergy testing, to identify the underlying cause.
Next Steps
I recommend consulting a dermatologist specializing in chronic or autoimmune skin conditions for a detailed evaluation. I am happy to assist further through an online consultation if needed. Take care, Dr. Sabarirajan

The picture looks like hives , but further evaluation is required as to determine which type it is and to see if it’s just a part of a bigger picture. Also the treatment ladder would depend on the subtype
