My penis is just 2 inch and not growing

I am 17 years and will turn 18 in 3 months and my penis is still like a child my penis is just 2 inch when flaccid and 3.5 when erected i sometimes feel shy while comparing with my friends and i have deeper voice, pubic hairs, armpit hairs and 6 feet 3 inch tall but still my penis is small please tell me is there any way to fix this problem
