She is 3 month old and suddenly I saw a white patch near her chin.. what's the reason of the patch ?

Minor skin allergies are common in infants which can cause these. They may be due to strong soaps or oil. Try using mild cleansers like cetaphil bar soap and cetaphil moisturizing lotion. Avoid oil massage for a few days. Contact again if not better. These usually don't leave permanent marks.
