Muscles not developing

My muscles does not developing even i ate well my body skin hands and legs and tighs skins are shrinked and wrinkled and dry skin, particularly area on bottom of feet, wht kind of issues i have. Why muscles not developing. Should i go to endocrinologist or dermatologist kindly suggest.
