Mammogram report

My MIL had bleeding from her breast. So doc suggested mammogram and sonography and it showed a lump of size 1.5 cm. Mammogram reported Birads 4b malignancy. Doc recommend another doc and she again suggested mammogram and sonography in which she is saying there is no cyst / lump at all. And no biopsy required. Is that even a possibility? Which report is to be believed?

sometimes small lumps can be missed in mammogram..so i would recommend to get a ultrasound guided biopsy for any suspicious lesion...
