Orthognathic surgery would be a must,  followed by probable orthodontic treatment.

In my opinion you have to go for orthognathic surgery of your lower jaw known as BSSO setback. It is a major surgery as you would be under observation for a period of atleast 3 days. Usually one needs a presurgical orthodontic correction phase with braces prior to the surgery. You should visit an orthodontist in your city to determine whether you would require that or not. After evaluation of your radiographs , it does look like you would need surgery to correct it. Surgery would require a hospital stay of 3-5 days and would be considered a major surgery.
