Low Sperm Count & Curved Penis Leftward

While ejection can observe less sperm and the one which is coming is looking little Yellowish. Also the thickness in the sperm is not there. Also , The Penis is also curved towards left. So for this issue what is the resolution and whether he should consult to Urologists, Fetility Doctor. Please suggest the right department to contact and any remedy if possible.
