Low HCG at 4 weeks: Any chance

Dear Doctor, I ovulated on 1st October as per scan. On 14th October (3 weeks 4 days since LMP)HCG was 19 and on 17th October (4 weeks since LMP) HCG was 30. Is there any chance of this being a viable pregnancy. My basal temperature is around 98.7 and no period till today (21st October).
