Low AFI and breech position

Hi doctors, I am 34 weeks pregnant and having AFI of 7.4. Baby is in extended breech position. Doctor is recommending to do c-section at 35 weeks. May i know if AFI is low and if it can be improved and postponed c-section further. I have chronic high bp and currently under control.
