Legs hurt after walking little

My dad is complaining of tiredness in legs after walking little as it pains on the bottom of feet heels. He usually walks a lot without any problem but offlate he is unable to due to pain in both legs . More precisely on the back heel bottom part of feet and at times the legs. He is taking Combiflam but it hasn't really worked in this situation so do let us know what's the solution
