Kindly help me understand this skin prob

I've started developing these skin problem that occurred on my left hand fingertips out of the blue. It is a dry skin crack like thing when the hand is dry but when my hand is wet the fingertips area gets swolen that gets back to normal after like 5 mins. Photograph attached for ready reference. Kindly suggest if its a serious issue requirng medical attention.
