Itchy and swelling of eyes.

I have itchy eyes. Suddenly my eyes starts itching very badly and it swells up. Thin layer appears in my eyes and eyes swells up leads to full closure of eyes. I consulted 2 doctors they told there is no problem in my eyes. I have this problem mostly in this cold season. Is this disease or allergy.?
