Itching, water blisters and dry toes

Hi doctor, My toe is itching badly and after itching there will be water blisters, and it will become dry and scaly skin, my two legs toes also having same issues, i have used so many creams, ointment and oils but no use, now its became too dry and sometimes bleeding. Please help me
