Itching near genitals

I suffer constant itching near the genitals region especially testicles. I regularly change my undergarments and keep care of hygiene but the itching never goes. There are also no rashes in my genitals area. It feels very embarrassing to constantly scratch genitals in front of people. Can you please suggest what should I do to reduce the itching.
