Itch below foreskin

Hi I have a itch below foreskin of penis. When i pull the foreskin back to clean, i find small white particles. After cleaning relief is temporary and the inch is back after few hours. Also there is a foul smell during the itch. I find its getting little wet under the foreskin also. I clean well with warm water and dove soap and dry with towel in and out. Please advice.
