My father is now 65 years old,has sever neck pain and knee pain,is cold laser treatment effective for his age?and is it safe?since he doesn't want to go for any surgery.

Physiotherapy (exercises) , Ice/hot compression and intrarticular injections should be enough if you don't want surgery for knee and neck OA.
