Guy at the clinic gave vitamin b12 injection through clothing (pants) without exposing the skin. Is it safe?

This is not safe.it may abscess due to prick through clothes. A piece of thread may enter in the body and may  cause abscess.
Next Steps
secondly through clothes during prick the needle will come ln contact of infected clothes and the bacteria may enter in t the body  and may cause abscess.
