Inflammation, Unbearable Pain sometime

My mother has mild joint pains but on her left leg below knee joint on the upper left side called "Tibialis"  there is swelling and unbearable pain very frequently and it is so sensitive that even little bit of casual touch or even stumble could cause sudden painful reaction. Now I am confused whether it is a pain related to bones or  nerves/muscles. She feels relaxed and her inflammation subsides whenever I press her feets but then after next day or two it starts again, Now due to Covid19 I am unable to visit a doctor and we live in a village so any help would be really good. If it is related to or you suspect as such that it is muscle related then I may help her do certain exercise otherwise medication prescribed through a orthopedic/physiotherapist would be great. I shall be indebted to your advice. Thank you

Make her sit on taller surfaces so that getting in and out becomes less stressful. Give an appropriate size footrest when she sits as her feet must not dangle in air. Make her wear a footwear that is little taller from behind. Do light massage of her legs.
