You are having cheilitis, which is the inflammation of the lips. You are probably having a lot of dryness because of which you lick your lips to moisten them. Saliva dries out your lips as it has enzymes which break down the skin proteins and cause a defective skin barrier. Because of this, you are having the redness and irritation. Use of lipsticks/lip glosses also tends to make it worse and until you recover from this, I would recommend you don't use any cosmetics over the area. You need to use a colourless, bland lip balm (with SPF) regularly - after washing the face, after every meal and before sleeping. You also require a cream to bring down the inflammation. Do consult me online and I will help you out.
