My husband was diagnosed with infected non union tibia after open wound fracture and he has been treated with ilizarov ring and antibiotic coated bone cement. Can limb lengthening be achieved if bone cement is there?

Yes ,but depends on where is the bone cement kept. Bone cement is used to prevent infection and can be removed once infection subsides
