I think I have erectile disfunction

My penis even when erect seems to fall back flat onto my stomach. It doesn't stay up unless I hold it with my hand. Also, I cannot pull back my foreskin when it's erect, because it hurts. I don't know if this is erectile disfunction or if this is how all penises are.
