I have a dry skin around my mouth.

It gets red when exposed to sun. And there it becomes black some times. It looks bad as it skin colour is uneven on my face. There is no pain. But I'd I apply any lotion or Rose water it gets red.

Please consult with a dermatologist It may need proper consultation and blood reports. Sounds like vitamin deficiency or maybe some disease
