Hypersensitive penis, PE  within seconds

I have hypersensitive penis and am suffering from. PE since many years. It is so sensitive that it discharges when my wife simply touches the penis top or tries to open the foreskin. It cant withstand a touch or rub even for 2 seconds. No problem in erection. Please help
