My left eye no. is - 14D with cylendrical 2.0 and right eye no. is - 19D with cylendrical 2.5D and my vision is 6/24 in left eye and 6/60 in right eye with best corrective lens. I have coats disease in my left eye and my retina is very week so refractive surgery is not possible. I have also lazy eyes. So can I apply for handicaped certification in india
