Hernia Surgery Treatment

My father is 63 years who is suffering from Hernia pain since 2 years. He has also developed heart condition now since he has aged. As it has started to swell, it has become necessary for him to get a surgery. His previous treatment was stopped by the doctor as we couldn't get enough fund. Thus, I want to desperately know any OPD sections available to get his surgery done along with check ups and consultation as soon as possible. Hinduja hospital don't provide free OPD consultation. Kindly help me with it.
