Bilateral Inguinal hernia means that you have weakness in both sides of your groin, through which an abdominal content is protruding. In your case, this is the one time, which is the name given to a fatty structure that is normally present in the abdomen.
If it was noted incidentally in your ct scan, you should only get evaluated by a surgeon, especially if you have any pain/swelling in the area, or if you have difficulty in movement or pulling sensation in your tummy.
