Hb1ac test got 9.7 point

My father is a type 1 diabetes patient and recently in hb1ac test he got 9.7. Please suggest what could be the better diagnosing steps.

If he is Type 1 DM, diagnosis is already made. What's needed is to control his blood sugars tightly for which details of his sugar chart and insulin doses are needed.
