My upper skin of penis is so tight and not coming down when it is hard and after nightfall the semen stuck inside and it may cause infection,so what would I do to make my skin as normal penis,please anything other than operation

I can understand it's like phimosis like condition , first if ll maintain proper Hygiene along with we may advise u one cream anti fungal you may try for one month if it's not working then circumcision is online option
