Hair growth after brain surgery stunted

My daughter had brain surgery on 2015 to place a shunt. Her whole head was shaven and now her hair is barely growing. Not sure what to do at this point but thinking about visiting a dermatologist because of the dry/brittle nature of the hair that is growing regardless of what is done to it. Any suggestions
