Getting black dirt inside hair on body.

Black dirt like spot is there in my hand and body which is permanently fixed inside hair tried to remove by scratching and also by boiling water and apply on the skin to remove dirt but nothing gonna happen. The dirt is stuck inside the hair in hand also tried to remove by waxing but nothing happen.
