A Phemosis problem appears very likely. In this, the foreskin is tight and it prevents a complete retraction of foreskin. In milder cases it does get retracted, but tends to get stuck at the glans(in your case). Do not worry. Consult a sexologist or general surgeon. Suitable techniques can be helpful. A minor surgical procedure of circumcision can also be considered depending on the severity.
