Foreskin of Penis does not goes back

My penis foreskin does not goes back during erections/masturbation. If I try to pull it back it pains. I read online it will be painful while having sex? If yes what could be the solution? Also while erections I could also see white layer formed around the inner layer of my foreskin. How can I get rid of it or clean it?
