At 23 week you can't go for termination unless the condition is so severe as to cause survival issues.
Bilateral hydronephrosis is a treatable condition... baby will need some investigations after birth...
You can consult a ped.surgeon either antenatally for congenital anomaly counselling so that you will be prepared for the steps to be taken after birth of baby.. if not posb... please see a pediatric surgeon immed. after birth atleast.
